X-Verdict billing rule

Every X-Verdict tenant must have at least one Organisation Root Admin. A person assigned more than one X-Verdict role is billed once at the highest-priced role. The AI Campus platform super-admin is an internal operating role and is never billed as a customer seat. Clients, complainants and respondents remain external users and are metered through case activity, not named staff seats.
